FAVOURABLE RANKING FOR KENYA AS YEAR ENDS (25.12)

 

 Kenya’s ranking by the International Rugby Board shows a marked improvement from the previous years. According to the latest ranking, Kenya is seventh in Africa and joint fifth in the shorter version of the game. Kenya is placed 42nd behind South Africa (1), Namibia (25), Morocco (30), Tunisia (35), Uganda (38) and Madagascar (41).

 

Completing the top 15 places in Africa are Cote d’Ivoire (43), Zimbabwe (56), Senegal (68), Cameroon (70), Botswana (79), Cameroon (81), Swaziland (82) and Nigeria (89).

 

 This year, Kenya finished third in the Africa Cup which is organized by Africa Rugby Confederation. Uganda won the second tier tournament by beating Madagascar while Kenya overcame former Rugby World Cup finalists, Cote d’Ivoire in the play-off.

 

Kenya also recorded memorable upsets against Morocco and Namibia besides reclaiming the regional Elgon Cup from Uganda.

 

In the shorter version of the game, Virgin Atlantic Kenya has had a good start and is placed a joint fifth with England after two tournaments. They have 12 points each. New Zealand leads the pack with 40, Fiji has 32 and Argentina 20. Samoa has chalked up 10 points, Scotland 8, USA 6 while Australia and Wales each have 2.

 

The series moves to Westpac Stadium in Wellington, New Zealand on February 1 and 2.

WORLD CUP QUALIFIERS IN CAYMANS (25.12)

The Cayman Islands will host a regional qualifying tournament in 2008. Teams from Mexico, Bahamas, Barbados, Bermuda, Cayman Islands, Jamaica, Trinidad and Tobago, St Lucia, St Vincent, Guyana and British Virgin Islands will vie for qualification towards a regional playoff with winners from other regions. The tournament will take place between April 19-27.

CAR RELEASES FOUR YEAR PLAN (17.12)

 

 CAR has released a four-year plan for competitions up to 2011 which covers the 2008 Africa Cup and 2011 Rugby World Cup pre-qualification.

 

 The comprehensive blue print was put together by CAR’s Development and Competitions Committee comprising Paul Sigombe, Sas Bailey and Jean-Luc Barthes. The competitions are structured in such a way that the Pool matches and centralized regional competitions can be held harmoniously. In the year preceding the next World Cup, a suitable format will be drawn up to determine RWC qualifiers.

 

 CAR Development and Competitions Committee rightly argue that centralized tournaments will create a high performance environment for competing teams while lowering the travel costs. Funds which are saved from the hosting of the tournaments at one central venue shall be used to meet other tournament costs or reduce CAR/RWCL investment.

 

 Under this centralized arrangement, it is possible to create commercial, broadcast and media interest. Teams will also be exposed to a different environment while the hosts will also benefit by knowledge of organizing such events.

 

 Africa Cup

 

 The Africa Cup which will be played in two regions – North and South - starts on June 14/15 with the second matches scheduled for July 13/18 and the third matches on August 2/3. The 15 full IRB/CAR members, including the best-ranked IRB Associate member will go in the hat for this 16-team competition for 2008.

 

Provisionally, the North and South regions will have two Pools of four teams each. The IRB/CAR members are Botswana, Cameroon, Cote d’Ivoire, Kenya, Madagascar, Morocco, Namibia, Nigeria, Senegal, South Africa (to be represented by SA Amateurs), Swaziland, Tunisia, Uganda, Zambia and Zimbabwe.

 

They will be seeded according to IRB rankings with the winners and runners up of the four pools competing in 2009 in one centralized regional tournament – the 2009 Africa Cup/2011 RWC qualification tournament. Teams that finish third and fourth in each Pool will drop to the Africa Cup.

 

 Teams which finish third and fourth in the four Pools will also play in one centralized regional tournament – the 2009 CAR Trophy tournament. South Africa Amateurs are eligible and may become Africa Cup winners but their results will not be taken into consideration for the 2011 RWC qualifiers. The groupings have not been identified.

 

 Castel Beer Trophy

 

 Ghana shall host the Northern Region Castel Beer trophy from June 23 to 28. Countries which will participate are Ghana, Burkina Faso, Niger, Mali, Togo and Chad. The teams will be divided in two pools of three teams each with the winners of each Pool squaring it off for the regional trophy and the second and third-ranked teams also competing for the final positioning.

 

Mauritius has not confirmed hosting the Southern Region tournament but Re-Union is on standby. Burundi, Mauritius, Mayotte, Re-Union, Rwanda and Tanzania will play in this tournament scheduled for June 29 to July 6. The same format will be followed.

 

Benin and Mauritania will be included in the competition once they comply with the CAR requirements. Other countries waiting on the wings to join the CAR family are Algeria, Angola, Central Africa Republic, Democratic Republic of Congo, Egypt, Ethiopia, Gabon, Mozambique, Sierra Leone, Sudan and Gambia.

 

Under-19 championship

 

Tunisia shall host the under-19 championship. Proposed dates are May 26 to June 1 – as agreed during the 2007 championship in Kampala, Uganda. Tunisia, the host Union has proposed August 20-30.

 

Eight countries have been penned for this tournament. They are Namibia, Zimbabwe, Tunisia, Uganda, Morocco, Kenya, Madagascar and Cote d’Ivoire.

 

The tournament will be played in two pools of four teams each with the winners of each pool facing off to determine Africa’s representatives at the IRB under-20 World Championship. Teams are expected to arrive at the venue on Sunday with the tournament starting on Tuesday.

 

The team which finishes eight will be automatically relegated to the development competition of the respective regions – North or South. The winner of the Southern Zone development zone will be promoted.

 

Under-18 development

 

Mali shall host the Northern region tournament where Ghana, Niger, Togo, Burkina Faso, Mali, Cameroon, Nigeria and Senegal shall participate. The proposed dates are July 11 and 12.

 

Zambia shall host the Southern Region tournament which has been proposed for July 21 to 27. Botswana, Mauritius, Swaziland, Re-Union, Tanzania and Zambia are expected to participate. Rwanda and Burundi shall play on a home and away basis.

 

The countries have been grouped according to geographical locations to cut on travelling costs. All countries that are not competing in the CAR under-19 tournament and having a viable under-18 national team have been included in the regional tournaments.

 

In the North Region, the junior tournament will be played in the under-17 and 18 categories for a period of two years.

 

SEVENS RUGBY

 

World Cup qualifiers

 

The IRB has approved that both qualifiers should be held at one venue. Three men’s and two women’s teams will qualify for the 2009 Rugby World Cup Sevens to be staged in Dubai.

 

The proposed dates for the qualifiers are November 7 to 9 next year.

 

The venues will be decided through a tendering process which will be open to all member Unions. The men’s section shall have 16 teams and the women’s 10.

 

In the women’s category, some of the countries expected to be in the draw are Tunisia, Zimbabwe, Zambia, South Africa, Kenya, Rwanda, Burundi, Tanzania and Uganda.

 

The men’s category will attract entries from Zimbabwe, Namibia, Zambia, Morocco, Uganda, Botswana, Swaziland, Ghana, Cote d’Ivoire, Nigeria, Tunisia, Senegal, Cameroon, Madagascar and Kenya.

 

Kampala International Sevens

 

This will be held in Uganda as usual. Teams expected to play are Tunisia, Zimbabwe, Zambia, South Africa, Kenya, Rwanda, Burundi, Tanzania and Ghana.

 

The dates will be announced by the Union. A second tournament will be staged in Tunisia.

 

 OTHER COMPETITIONS

 

Affiliate members have been asked to forward tentative dates of their regional competitions to be included in the fixtures. Test matches, tours and club tournaments fall in this category. Among the competitions is the proposed Four Nation Competition involving Zambia, Zimbabwe, Uganda and Kenya, Kilimanjaro Sevens, Hima-Mak Tens and Elgon Cup.

The table below tells its story at close examination. Disregard Spain’s position at the top of the table. To get the true picture look at the number of games played and lost for each team. Russia is the only undefeated team whilst Georgia and Portugal have lost only one match. But Portugal and Georgia have played one match fewer than Russia. So logically these three teams are favoured to take the European Nations Cup title. Also logically it would be prudent not to leave out Romania in your calculations. The Romanians are looking ahead in the development of their team. Most France-based players have not been included due to them not being released by their clubs. This gives new coach Marin Mot an opportunity to blood new players. Romania’s 22-12 loss to Russia earlier last month was not encouraging but this new bunch of players will quickly adapt to the new level of play they will be required to play. A trip away together to play will be beneficial.

 

The Romanians have the advantage of playing together whereas the Portuguese lost that opportunity when their game against Georgia earlier this month was postponed due to civil disturbances and a declaration of a state of emergency in that nation. Apart from most of their France-based players, the Romanians are without a few experienced players who played against Russia like England-based Paulica Ion, Valentin Ursache and World Cup player Catalin Nicolae.

 

The Portuguese were one of the most popular teams at the recent Rugby World Cup. They showed amazing courage and determination against stronger teams. They will be out to avenge their narrow loss to Romania in Pool C. Their team is yet to be announced.
